Rotary’s Council on Resolutions and Council on Legislation give Rotary members a voice in how our organisation is governed. 

The deadline for submission of resolutions to the 2022 Council on Resolutions is 30 June. 

To meet the 30 June deadline for submission, clubs wishing to submit a resolution should let me know at least six weeks beforehand to enable time for a vote of the district’s clubs to be arranged. 

The Council on Legislation meets in Chicago every 3 years to review and vote on proposed changes to the legislation that governs Rotary. The representatives from each of the 545 Rotary Districts consider enactments, which change Rotary’s governing documents, including the constitution. They also vote on position statements by the RI Board. The last COL meeting was held in April 2022 and the next one will be in 2025. 

The Council on Resolutions meets online every year to vote on resolutions proposed by clubs, districts, and the RI Board. Each district also votes on urgent enactments proposed by the RI Board that will amend the constitutional documents. Resolutions are requests to the Board or to the Foundation Trustees to take an action that is outside the purview of the constitutional documents. A resolution proposed by a club must also be endorsed, by the clubs in its district, usually through a ballot-by-mail, before it can be submitted to Rotary.  

The deadline for submission of resolutions to the 2022 Council on Resolutions is 30 June.  Voting for will take place online in late October. The District 9800 vote on each of the resolutions will be decided by discussion with the District Governor and our past COL representatives. (PDG Dennis Shore, PDG Don Jago and PDG Ian Knight) and the District’s alternate COL representative, PDG Peter Frueh.
